The ministry of health is committed in the national plan of development of medical emergencies to develop the public-private partnership mode of win-win in the framework of actions that converge towards the "one goal is the health of the citizen".
The medical community has commemorated the launch of the national Plan of emergency management (PNUM) march 5, 2013 by a balance of the first year of the action plan emergency 2012-2016, and by a sign that said the urgent need to institutionalize large-scale first-aid care provided to patients.
An emergency physician himself, the minister of health wanted to give the greatest brilliance to the first anniversary of chairing the first meeting on the Services of emergency medical aid (emergency services) on Wednesday in Rabat at the conference hall of the national Council of the national Order of physicians.
He therefore reiterated the urgent need to strengthen the services of first aid, and work hard to implement the other important objective : the partnership between the private and public sectors. But not only that, said the minister, who has surprised everyone by arguing in his inaugural speech to the strengthening of public-public partnership. This sense is not merely the interest that he has to cooperate with the civil protection, or the royal canadian mounted police or the ministry of the interior, but also means that the various medical services themselves must work together for the improvement of the health of the citizens.
Lhoussaine Louardi, has stated from the outset : the ministry of health is committed in the national plan of development of medical emergencies to develop the public-private partnership mode of win-win in the framework of actions that converge towards the "one goal is the health of the citizen".
With this new identity remarkable that this partnership is called to enrol in the project of regionalization and take body at the level of local communities. The first example of this partnership had been given yesterday with the signing of an agreement providing for the creation of a centre of expertise in the assessment of emergency in Fez.
This convention is all the more marked the day that the flagship activities of the national plan of medical emergencies on 5 march invite you to multiply this kind of partnership. The flagship actions contemplated by the plan 2012-2013 also advocate the progressive commissioning of the unique national number of calls for emergency medical level 11 UAS-based (141) as well as the establishment of medical Emergencies in the vicinity (UMP), a project that has a certain delay since 16 units among the 26 provided for, have not been carried out.
These flagship initiatives also focus on the upcoming creation of units of medical transport helicopters (hélismur) to Laayoune and Oujda, bringing to three the number of these units, the Marrakesh is already operational. The predictions have also focused on the upgrade of 12 emergency services in the hospital, the creation of a 4-pole emergency and the training of staff. The level of realization of these various projects were generally modest, the essential work remains to be done.
Aware that first aid can save lives or simply reduce the support in the hospital, the meeting has focused its work on the extension of the Emergency services that represent 10% of the staff of hospitals, "as emergency physicians perform the bulk of the medical procedures in a hospital". It is this reality that underlies the convention that the health department will sign off on Saturday with the civil protection.
The implementation of the action plan 2012-2016, requires a budget of 500 million dirhams, of which 49% will go to the acquisition of materials emergency hospital, 13% in the helicopter transportation, 8% for training and 6% for equipment of the UAS.
